Why two sites
Hot-climate endurance and European integration are different problems.
Aircraft systems built for one operating environment often fail assumptions in another. Running verification in both the UAE and Europe lets REAH test the same systems against the conditions they will actually face — extreme heat and long-endurance missions on one side, integration with European-supplied equipment before it ships worldwide on the other.
The threshold
A hot-day endurance run, instrumented end to end, repeated to the same acceptance criteria and producing the same result.
That is what the first site has to do before REAH describes it as a verification capability rather than a plan.
